Back in the early 90's, a "controversial book" was published that basically suggested that Black folks, on average, scored lower on "certain" intelligence tests, with the underlying premise that any type of "enrichment" created to "level the playing field" were useless at best. Predictably, this "book" spurred lots of controversy and its title still manages to evoke a strong response decades later, depending on who you talk to.
